ELITE 8 2012: Julie Elberfeld Builds a Robust Commercial Banking IT Infrastructure
Nobody who knows the work Julie Elberfeld has been doing for the past couple of years would doubt her when she says, "I'm really one who enjoys a challenge." When Elberfeld, managing VP and commercial CIO for Capital One Bank, was hired two years ago to head the IT team for Capital One's commercial banking operations, the company had almost no commercial banking infrastructure.

McLean, Va.-based Capital One ($296 billion in total assets) had just acquired three regional banks -- Hibernia, North Fork and Chevy Chase -- turning the company into a top 10 bank. But the institutions that had been acquired were scaled for much smaller organizations, recalls Elberfeld, and in some cases were still manually conducting commercial operations such as relationship management, sales and credit. Elberfeld was charged with building a new commercial banking infrastructure at Capital One from the ground up.
There was so much work to be done, she says, that it was like joining a start-up. "We had to figure out how to take what was there with the three companies but apply technology to the scale of the company that we had become," Elberfeld explains. "Unlike many bank acquisitions where you have an end-state in mind and you convert the acquired bank to that end-state, we didn't really have that end-state in mind." Instead, Elberfeld and her colleagues had to figure out what it would look like.
Capital One hired Elberfeld in part because she had previously completed a marathon of commercial banking system implementations as CIO of Cincinnati-based Fifth Third Bank. But at Capital One, she was going to have to sprint to the finish line. "I had done something similar at Fifth Third over a 10-year period," Elberfeld says. "At Capital One it was a two-year period."
One of the biggest initiatives that Elberfeld and her IT team completed was the Commercial Infrastructure Credit Program, which digitized the commercial bank's credit underwriting processes. "Many of our new people had joined from larger commercial banks and longed for the technology that they used at those other banks that gave them the visibility of the full customer relationship, paperless workflows, and robust and integrated systems that span the full credit life cycle," Elberfeld relates.
According to Elberfeld, she and her team worked extensively with their business partners to understand their needs and conducted research with analysts, bankers and IT personnel to identify solutions that fit Capital One's operations. In the end, the technology organization delivered to the commercial bank a new wholesale customer relationship file, a new sales and relationship tool, a state-of-the-art commercial end servicing platform, a management platform, and a new underwriting system. Elberfeld says the program gave the bank the end-state technology infrastructure that it needed to be a top commercial bank, filling the gaps left by the legacy systems of the acquired banks. The program's initial rollout was completed in May, but Elberfeld expects that she and her team will continue to tailor the platform as needed.
Team Building
In order to build the commercial bank's IT infrastructure, Elberfeld says, she had to expand her IT team almost as soon as she started. When she first joined Capital One, her IT staff at the commercial bank numbered 28; today she has 140 people working directly under her in the commercial bank and an additional 110 people across the enterprise who play some role in the commercial bank's IT operations. This growth has meant that helping new staffers acclimate and getting the new team to coalesce around its objectives has been one of Elberfeld's most pressing tasks.
"I've been very focused on making sure that our team has a great on-boarding experience," she remarks. "We made sure that they had access to other Capital One associates and ensured that we gave them the right training and interaction with our customers so they know the business that they support."
Elberfeld says she started the process by hiring the team leaders who would help her direct the group's efforts. In doing so, she relates, she looked for a mix of internal hires who knew Capital One's business and were familiar with its culture and external hires who could bring the IT experience in commercial banking that her team lacked. Many of the new hires, Elberfeld notes, were attracted by the same challenge and opportunity to build something from the ground up in IT that drew her to Capital One.
Elberfeld explains that she looked for new hires who were focused on the customer and put the customer's needs first. She adds that her experience working in IT in the manufacturing sector helped her understand the importance of putting the customer first. The manufacturing company she worked for would roll out new products without testing them, she recalls. But for Elberfeld, the idea of offering a new product untested was unthinkable. "It gave me an appreciation for how important what we do is and how important it is that it works," she says. "We're dealing with people's money. This is their livelihoods."
Elberfeld's focus on the people who work for her is one of the keys to her leadership style. Like many who work in IT, she says she's naturally inclined to be very detail-oriented and focused on fixing problems. But over time Elberfeld has learned that being a leader requires her to shift her focus from the nuances of IT problems and solutions to building strong relationships with her team. She recalls that years ago she heard an HR executive explain that a really great leader spends 40 percent of his or her time on people-related activities. At the time, Elberfeld says, she thought that spending that much time on people was unrealistic. But within a year she found herself reflecting on that discussion and she realized that she indeed was spending about 40 percent of her time on people and team-building.
Now, after two years of constructing a new IT infrastructure with a brand-new team, Elberfeld says, the technology organization is at the point where she can start looking toward innovating for the future. Elberfeld and her team just completed a review of their strategic goals for the next few years, and, she says, one of their important priorities is to start proactively looking for tech solutions. "We were in that mode where we went out and talked to some analysts and got a sense of where we are in the marketplace, and we've just kind of been filling those gaps," she explains. "But where I want us to get to is where IT is more consultative with our business partners and we're kind of out there in the forefront in terms of figuring out what technology is going to do."
To help Capital One's commercial bank move to the forefront of technology innovation, Elberfeld has enlisted the bank's innovation lab, which has been working on new products and services in the consumer space. Elberfeld says the lab is looking into new business-to-business opportunities for the bank. She also sees a growing demand from commercial customers for mobile products and services that mostly is driven by developments in mobile in the consumer space.
"Because the employees of our commercial clients are consumers, they are starting to have an expectation of banking whenever and wherever," Elberfeld comments. And while she acknowledges that this is an enormous task, she says work would simply be dull without new challenges.
