D&T Taps Katz's Security Expertise

Deloitte & Touche LLP (New York) contracted with Stephen R. Katz, a former Citigroup chief information security officer, to serve as an executive advisor to the firm's Security Services Group. Katz also served as Merrill Lynch's chief information security and privacy officer. He will be involved in providing insight into issues facing financial institutions .

PNC Creates Treasury CIO Role

PNC Bank, N.A., a member of the Pittsburgh-based PNC Financial Services Group, Inc., appointed William Scales to the new position of senior vice president and CIO of its treasury management division. Scales comes to PNC from Principal Capital, where he was vice president of IT and chief operating officer; prior to that he was with Wachovia Corp.

KeyCorp. Names Wehrhahn to Consumer Finance Org.

Allen L. Wehrhahn was named senior vice president and chief administrative officer of Cleveland-based KeyCorp.'s consumer finance organization. In this newly created role, Wehrhahn will be responsible for the group's administrative functions, with particular focus on leveraging technology and operations across the Consumer Finance organization. Most recently, Wehrhahn served as Household Tax Master's Inc.'s director of financial controls and business analysis.

Garcia BankUnited's Chief Risk Officer

Felix M. Garcia joined BankUnited FSB (Coral Gables, FL) as executive vice president and chief risk officer. He most recently served as executive vice president and senior lender of Eagle National Bank (Miami).

Riach To Wachovia Global Payments

Eileen Riach has joined Charlotte-based Wachovia Corp.'s International Division's Global Payments Services Group as the Global Financial Institutions sales manager for Europe, the Middle East and Africa. She will be based in London and will focus on managing and enhancing Wachovia's sales of correspondent banking payment services in EMEA.

Mellon Names Gould to HR Services Sector

The Human Resources Services Sector of Mellon Financial Corp. (Pittsburgh) named R. Max Gould head of outsourcing operations. Gould has also served with Towers Perrin, Aetna U.S. Healthcare and Citibank.
