Visa Appoints CTO

Terence "Terry" V. Milholland has been appointed executive vice president and chief technology officer of Visa International (San Francisco). Previously, he served as CIO/CTO for Electronic Data Systems and CIO for Boeing.

OTS Director to Seattle

James E. Gilleran was named president and CEO of the Federal Home Loan Bank of Seattle. Gilleran recently stepped down as director of the Office of Thrift Supervision (OTS). During his term, he was a strong advocate of relaxing Community Reinvestment Act requirements. Previously, Gilleran served as president and CEO of the FHLB of San Francisco.

OFG Names 1st CIO

Oriental Financial Group (San Juan, Puerto Rico) named Ana T. Ramos as its first CIO. She has 20 years of IT experience, including stints at Verizon Wireless Puerto Rico and Puerto Rico Telephone, where she supervised the deployment of IT infrastructure, CRM and other enterprise technologies.

Exante Hires Philliou

Philip J. Philliou has joined Exante Financial Services (Hartford, Conn.) as chief strategy officer. Exante is dedicated solely to the healthcare industry. Previously, he worked on advanced payments and technologies for MasterCard International.
